Windows Hyper-Vのポート除外範囲(1374-1473)の影響でポート1474付近のTCPハンドシェイクが完了せずERR_CONNECTION_RESETが発生していた問題を修正。専用の静的ファイルサーバー(tools/serve-frontend.mjs)をポート8474で起動する構成に変更。併せてsettings保存条件にlimitフィールドを追加。
